Personal File Organization on Android Without a Cloud Suite
Local-first organization is still underserved. Drive and Files list files — they do not help people keep a personal system.
Downloads is where browsers, chat, and email drop files. Android still treats it like a folder, not a workflow.
APKs, PDFs, images, and “document (12).pdf” pile up. Files app shows a list. Chat apps save silently. Users lose the file they downloaded this morning. UX gaps here are still large.

Chrome/Files → Downloads. Telegram/WhatsApp have their own media dirs. Users search the whole phone. Duplicates and leftover APKs sit for years.
Files by Google, Solid Explorer-class file managers, browser download UIs. None are download-lifecycle products (source, open-once, expire, archive).
A Downloads inbox: where it came from, last opened, suggested folder, APK risk, “keep / file / delete.” Rules like “PDFs from Gmail older than 30 days.” Local-only is a feature. Do not hide a cleaner behind this.
Open Downloads on three devices and list the last 30 items. If users cannot name the source of half of them, you have a job. Search Play for “manage downloads” — most hits are video downloaders (wrong job, policy risk).
